Breakers you buy today trip to a "Tripped" position and must be "re-set" by cycling to off and then to "on".

I believe it is there to prevent it from being turned off. The last warehouse I worked in did the same thing for the alarm system, and walk in freezer as the lights were switched on/off via the panel, and the women in the office (last to leave) would keep turning off all of them.
