Have you pulled the heads yet? I still think missing restrictors there could be the reason for low pressure.
Restrictors, are in place. I am down to the pump being bad for whatever reason, or the squirter springs are so weak they open at 8-10 lbs. Will devise a way to test when they open here soon. Just got the Mrs. home from eye surgery.
On a good note my machinist inspected everything, and gave it a good bill of health. He is throwing a micro polish back on the crank which I will pick up tomorrow, and start assembly soon.
Have you thought about taking it to a different machine shop for a second opinion?

The tolerances are where they should be (pics above), everything else is as it should be from the machinist. Everything he has done is great. There is no blame/responsability to assign to his work. Trust me I have searched for it.
Going out now to see if I can rig something up to see at what psi the squirters open.
Alright, if you're confident that everything the shop did checks out, then good luck with finding the culprit. I'm just amazed how it seems everyone is stumped.

Now to find what they should be opening at.
28psi or higher. I'd figure out why some are so high and one is "low"
Yup 28lbs it is. I would imagine the low is from a weakening spring, and the high is from sticking. Any rate I am ordering new.
Also eliminates one more thing...
