Why do people assume the seller is going to eat the cost of packaging? Bubblewrap, boxes, printer ink for labels, that shit not free. Not to mention the PITA custom forms you have to fill out to ship to a APO. The last time I shipped to one, Germany, it was more expensive than the lower 48.
He's saying, I believe, that it shouldn't cost more to ship to an APO than it does anywhere else in the CONUS because the package is simply delivered to a location in the states, at which point it is turned over to the military, who sends it overseas to the address on their dime, not the shippers. And custom forms take all of about a minute to fill out...
Customs form take a couple seconds to fill out. Write the person's name, their address and declare the item. That is all.

I did print my shipping labels out online, from USPS... and it never said anything about customs forms. A few years ago it wasn't like that, because I shipped something to an APO and it didn't require a customs form. And the PO worker didn't know what exactly I was supposed to fill out. It was a mess.
you mean there's workers for the guv'ment that don't have a fundamental understanding of their own job? color me shocked. someone alert the DMV!
