Is my PowerSteering pump Dying?

I've noticed lately that when I start my car, if I try to reverse out of a spot, it is hard to turn the wheel. It also jerks, as if powersteering cuts in and out. The problem will persist if I move forward slightly, as in a 3 point turn. Once I start going in my final direction the problem goes away. Is this a sign that my power steering pump is dying? This only happens on cold starts.

Check that the belt isnt loose, and make sure there is fluid in it.

I'll check those, should have done that first before posting the question. lol. Checking basics fail on my part.
