Ok before i get flamed i did search and only found three threads like this and they didn't have the same scenario as me, with that being said here's where i stand its a 91 vr4, i had spun bearing in my original engine so i got an engine out of a wrecked vr4 swapped it in everything worked great drove it about 13 miles then decided id put the bumper back on pulled the car in the garage put the bumper back on and replaced the air filter at the same time didn't try to move the car after that it sat over night and the next day i went to start it and it just cranked and cranked and never started so i pulled the spark plug and cranked no spark so i listened for the fuel pump never comes on now I've replaced the ECU, PTU, CAS, coil packs, the MFI checks out and I've disabled the alarm system I've checked every fuse 100 times I've even had friends check them just in case i over looked one so any ideas on what to try next?

Do you have a test light? is the ECU turning on the MPFI? Do you have power to the fuel pump when cranking?

i have a test light and i used it how do you tell if the ecu turns it on i know the 10th pin i thinks thats the right one is getting power from the ecu and from what i can tell the fuel pump never comes on at all and also no of my gauges work nor my ac/heater display

fuse 12 in the underdash fuse box feeds the fuel pump side of the MPFI, as well as the coils and PTU. Use your test light on the back of the fuse to see if there's power on both sides of it...
The fuel pump only runs if the key is in the start position, or the engine is running.

ok checked #12 its fine and coils and ptu are brand new

Are they getting power? easiest place to check is the connector for the noise capacitor, it's on the same source.
There's a fuel pump test connector behind the right shock tower... it's a black/white wire with a black connector. Use the test light to see if it gets power with the engine cranking.

the only wire i can find that ends in a black connector is black/blue and it dosent get power at all

I apologize, I misstated the wire color, It's black/white going into the MPFI, it's black/blue coming out...
Go to the MPFI and check for key-on power at the black/white wire.

So we know the power is getting to the fuse, but not making it to the relay... I would pull the fuse out and check the connections to the fusebox. I've seen them have power to the source side, but a bad connection on the way out.
If that's good, we need to determine of the break is under the dash or in the engine harness. First place to check is connector D15. That's where the dash harness and engine harness connect. It's under the far right dash vent, bolted to the bottom of the dash. I took a picture of it the other day for another thread:

ok i went and kinda look at the fuse box cant do much tonight but i noticed if i pushed on it my interior lights would go off until i put it back in place idk what causes that

I had a similar problem that turned out to be a dry connection with fuse 15 in the engine bay, the ECI fuse (20 amp)

ok went out and pulled the eci fuse and put it back in and tried to start it and my guages work now but still no spark nor fuel pump so if its something with that fues whats my next step?

also checked the fuse box and im not sure what im doing but one side lights up and the other side doesnt not sure if thats how its supposed to be seems right but idk also ive noticed when id touch the test light to some fuses something under the dash clicks and it would cause my doors to lock and unlock not sure what that means either

With a dry connection the best thing to do is move the fuse up & down a few times in the holder, if this has made a diferance I would do the same with the other engine bay fuses as they could be in a similar condition.

I think I'd get aquainted with the power distribution diagrams, and figure out which fuses are suposed to be powered up and from where... I sounds like you've got something odd going on in that junction block/fusebox.
