I'm trying to figure out if it's legal to drive without a fender in NYS. I've been looking all over, but the only thing the DMV says is bumper related, not fender related. I know in some states it's illegal, but I want to know if it is in NYS. I'm repairing one on my Ford that a deer hit.

I pulled up this official document on the NYS DMV website. http://www.dmv.ny.gov/forms/mv529.pdf As you can see, it lists nothing about fenders. Neither does this page Vehicle & Traffic Law - Vehicle Equipment (http://www.safeny.ny.gov/equi-vt.htm)

Am I OK driving around without one?

Even when it states bumper, its talking about the actual crash bar. I know its legal to drive without a bumper cover in PA. I had a cop stop me and try to tell me it was not legal. Fought it and beat the ticket by simply showing the magistrate exactly what the statute stated, and showed pictures of my car.

Jeeps can drive without doors, so why cant cars drive without fenders?

I know Jeeps can drive without doors, I was just concerned that the jagged edges of the unibody would cause unsafe conditions if it struck someone.

Never the less, I called a local garage that is NYS inspection certified, and they stated that the car would pass an inspection without the fender, and therefor it is legal.

you need fenders. The tread of the tires can not be exposed. So trucks with wide wheels, etc, need fender flares, etc. Not that everyone complies, but... it's technically illegal.

So why would it pass inspection? That doesn't make sense.
