Yeah, not legal under USA rules.

It's 100% legal in Canadian football. On a punt, any players behind the receiving kicker in this case, are "onside" and are eligible to go get the ball. Any players in front of him are "offside" and ineligible. In any event, it's a frigging brilliant play.

Nah, it just works the same as if it were kicked from a hold. It can be used for either a field goal or extra point.
